ESPON Calls for Proposals 20 August 2008
The second round of calls under the ESPON 2013 Programme were opened on 20 August 2008. The deadline for submitting proposals for the three calls passed on 15 October 2008.
Submitted proposals will be evaluated after the deadline. The Monitoring Committee will select one proposal per project in December 2008. All applicants will be informed about the outcome of the selection procedure in December 2008/January 2009.
The three calls were the following:
1) Call for Proposals on Applied Research Projects (Priority 1) on the following theme:
- Climate Change and Territorial Effects on Regions and Local Economies (re-launch)
The total available budget for this call is 1.000.000 € and one single proposal will be selected.
2) Call for Proposals on Targeted Analysis Based on User Demand (Priority 2) on the following 8 themes:
- The Case for Agglomeration Economies in Europe (CAEE) [budget max. 200.000 €]
- The Development of the Islands – European Islands and Cohesion Policy
(EUROISLANDS) [budget max. 250.000 €] - Cross-Border Polycentric Metropolitan Regions (Metroborder) [budget max. 250.000 €]
- Success for Convergence Regions’ Economies (SURE) [budget max. 200.000 €]
- Potential of Rural Regions (PURR) [budget max. 210.000 €]
- Spatial Scenarios: New Tools for Local-Regional Authorities (SS-LR) [budget max. 180.000 €]
- Transnational Support Method for European Cooperation (TranSMEC) [budget max. 150.000 €]
- Territorial Diversity (TD) [budget max. 210.000 €]
The total available budget for each of the 8 themes is indicated. One single proposal will be selected for each of the 8 themes indicated.
3) Call for Proposals on the Scientific Platform and Tools (Priority 3) on the following theme:
- Territorial Indicators and Indices (Phase I)
The total available budget for this call is 100.000 € and one single proposal will be selected.

Disclaimers
Since the ESPON Agreements with Lithuania and Slovakia are not in place yet, the inclusion of partners from these areas in a TPG might eventually put at risk the eligibility of a proposal. However, the ESPON 2013 Programme Authorities envisage settling this situation before the closure of the calls. Any changes in this respect will be announced in due time on the ESPON website.
The Managing Authority reserves the right not to proceed with the contracting of a Targeted Analysis (under Priority 2) should the requested Stakeholder Cooperation Agreement not have been signed and submitted by the Lead Stakeholder by the closure of the call. However, the ESPON 2013 Programme Authorities are confident in having all agreements with Lead Stakeholders in place before the closure of the call.
