Call for Tenders for Targeted Evidence Support “Territorial Evidence Support for European Territorial Cooperation Programmes”
Capitalising on ESPON evidence, the service contract to be awarded shall develop a set of territorial indicators for the performance monitoring of European Territorial Cooperation (ETC) programmes. The indicators shall facilitate the monitoring and evaluation efforts of Managing Authorities, Joint (Technical) Secretariats and other programme bodies involved in the implementation of ETC programmes.
Objectives and tasks
In 2016, the ESPON EGTC conducted a survey among all ETC programmes to determine the level of demand for customised territorial evidence support from ESPON. Based on the results, the ESPON EGTC has selected 12 ETC programmes (cross-border and transnational) which shall, collectively and individually, comprise the geographic scope of this service contract.

For each of the 12 selected ETC programmes, this service contract shall:
- apply ESPON territorial evidence and other relevant data sources to produce a thorough baseline assessment and territorial characterisation of each of the selected programme territories, respecting the current portfolio of EU Cohesion
- Policy thematic priorities as well as the chosen specific programme objectives for each programme territory;
develop a set of territorial indicators to support the monitoring and evaluation efforts of the relevant programme bodies.
Budget
The maximum available budget for this contract is EUR 650,000.00 exclusive of VAT but inclusive of all other taxes, disbursements, travel, accommodation and delivery costs.
